About Us
Dr. Rockefeller F. Cooper II is a Liberian by nationality. In 1998, he started his post-secondary education at the Cuttington University College (C.U.C.), located in Suakoko, Bong County as a biology major. Three years later, he transferred to the Alabama Agricultural & Mechanical University (AAMU) where he obtained his Bachelor’s (BSc.) in Biology (Pre-med) on May 10, 2003, followed by his first Master’s in Biology with emphasis in Microbiology in July of 2006.
In 2007, almost a year after the mysterious death of his mother, a young and determined Rockefeller saw this not only as an era of sadness but also as a catalyst to support his drive and desire to not only become a medical doctor but one with a strong background in the Forensic Medicine. With this mind set, he enrolled and began his medical studies on the Island of St. Eustatius at the St. Eustatius School of Medicine for a semester and then transferred to the Windsor University School of Medicine (WUSM) located on the Island of St. Kitts for the rest of his program.
Whiles undergoing his medical training, he concurrently began his studies in Forensic Science with a concentration in death investigation via the College of Pharmacy at the University of Florida. On August 13, 2013; Dr. Cooper obtained his second Master’s degree in Pharmacy with a concentration in forensic science which was preceded by a Graduate-level Certificate in Forensic Death Investigation obtained at the same university. On May 3, 2015, came the day long waited for; his degree of Doctorate in Medicine was confirmed upon him.
Currently, Dr. Cooper runs a small and private forensic entity, which has been of great help to families nationwide, especially during the Coronavirus pandemic period which resulted in the non-forensic examination of all death cases by the medical examiner and coroners offices throughout these United States. Beyond the pandemic and up to present, Third Eye Forensic Consultancy, LLC continues to be of assistance to families here in these united States when need. As a means of giving back to his native land of Liberia, Third Eye Forensic Consultancy, LLC has been a registered business in the West African Republic and is available to serve the Liberian public.

A Forensic Medicolegal Death Investigator investigates death so as to establish the circumstances surrounding each death. This involves deaths that are suspicious, violent, unexplained and unexpected.
The investigation is focused on examination of the decedent, based on forensic and medical principles, hence a forensic postmortem exam is required.
Forensic Medicolegal Death Investigators are not required to be medical doctors, eventhough being a doctor is a huge advantage, needless to say if such a doctor also has extensive knowledge and training in forensic death investigation with emphasis on death scene/crime scene investigation and forensic postmortem examination.
Having a scientific background, especially in the natural and forensic sciences is a plus for Forensic Medicolegal Death Investigators who are not doctors. Additionally, said investigators who predominantly work under the medical examiner and coroner system, may become certified by the American Board of Medicolegal Death Investigation (ABMDI). In general, there are several training courses across the United States that provide competent death investigation training that are explored by investigators, especially on a continuous education basis as well.
Each case is different as it depend on whether or not, the decedent wil undergo a full postmortem exam or partial and also, if toxicology samples will be retrieved for screening.
As the exam is conducted, tissue samples including toxicology, if warrented, are all retrieved and sent to respective laboratories , where a contracted pathologist will prepare and analyze the tissues under the microscope in order to make a “clinical diagnosis”. Then, the results are combined with findings from the postmortem examination and toxicology study and a final comprehensive report is generated.
Reports are usually ready to submit to families in about 6 to 10 weeks, with preliminary verbal reporting on a case being done early as the same day, as a means of putting the minds of familes at ease until a final report is submitted.
